Silently, political crustal movement is underway without noticed in Tokyo.

A bill to privatize the national postal mail, savings and insurance services was submitted to the parliament by the government, which had passed the Lower House by only 5 votes margin. But whether the bill can pass the Upper House is unclear because if 18 legislaters in the ruling Liberal Democratic Party vote against the bill, it will be scrapped. Opposition for the bill is very strong within the ruling party as to the point that it can be safely said that 80% of the ruling party members are actually against the bill in the bottom of their heart.

The prime minister who is the driving force for the bill is threatning that if the bill will be killed in the Upper House, he will dissolve the Lower　House to ask people for his support. But this is very contradictory as over 50 members of the ruling party voted against the bill in the Lower House vote and the prime minister says he will not field them for the party as candidates.for the election. Not fielding them almost translates into the ruling party not having majority as election outcome. This means that, as ruling party member doesn't like such outcome, if the bill is killed, the　ruling party will be in caos. And if the Lower House is really dissolved, it will be fairly likely that now opposition party "Democratic Party" will rise to power.

Think of it that Japan has been ruled by this " ruling Liberal Democratic Party" except for 8 months-rule by 7 party coalition in 1993-94 since 1955. The rein is longer than the humble Sadam Husein's rule in Iraq.
